A new entry in the field that seems to get overlooked is ActiveState's Komodo. It's built on Mozilla, and has built in Perl editing features like syntax checking, code folding, and RE functionality built in to the IDE. As far as I could tell, if you're using it just for your self, you can get a free full license.
