Since PERL5_CPANPLUS_CONFIG stopped working, I tried 
require 'myConfig.pl';
do 'cpanp'

[download]
where myConfig.pl is 
BEGIN { $INC{'CPANPLUS/Config/System.pm'}=__FILE__;}

package CPANPLUS::Config::System;
...

[download]
seems to work well enough. Inline::Module
