It's probably easier to use the system tools for this. On Vista it got easier with icacls.exe: 

system qq[ icacls fileOrDirOrWildCard /grant Everyone:(RD,GR,GE) ];

On earlier systems xcacls.exe is better than the more primitive cacls.exe.
