A java applet can generate an event to the browser to cause it to go to a new URL; this URL can easily mimic the CGI GET methods, so you can pass the data that the java applet sends any data to a CGI.
But in this case, it sounds more like you are trying to grab data from a running java applet which is not necessarily yours. You could do it, but the only tricks I've seen to do this involve another Java applet that's set to communicate with that first one, or through Javascript in the browser; neither is a complete solution since (at least the last time I looked at the problem for java) the applet programmer would have to put some hooks for the external source to use, which will be highly doubtful in this case.
In either situation, the answer cannot be done in perl and thus is beyond the means for PM.
