snmptranslate application is not an option

Is that because of Windows? Net SNMP utils ARE available for Windows; I have them installed right now on my Windows machine and they're invaluable.

There is a 'translate' method in Net::SNMP; however it looks to be for translating the returned Object, not reading from a MIB.
