I am going to try creating executables with Perl2exe and/or Perlapp, Cava, etc. to try and work around this but these alternatives would not be my first choice since other than the suspicious behavior

Cava is just a frontend for PAR. Perlapp and perl2exe work in a similar fashion, but you might get lucky.
