• Assumes no unescaped "<" and ">" in flow or other content.
• Assumes no "<" and ">" in attribute values, comments or in CDATA sections.
• Assumes no NET tags (a poorly supported SGML construct).
• Disregards the fact that this changes the HTML to something that's not equivalent.
