well i added it to the path. You can modify environment variables for the command-line's session:
path = %path%;c:\Program-Files\PostgreSQL\8.4\lib

Unfortunately, this didn't work for me.
I even set up a new directory: c:\Progs, which points to Program Files and same problem.
