Aside from the obvious error already pointed out here,
why do you think you are invoking Visual C++ 9
w/Strawberry Perl (as you said in your post)

(according to your Subject:) Does Inline::CPP module work with VS 2008(vc 9.0)

AFAIK Strawberry Perl will install a seperate MinGW/gcc 3.4.3
and use this on compilation.
