Are you saying that you have a perl script you want to execute on a router that pings something else?
Since you don't tell me what router you have how can I possibly tell you weither it supports perl? Perhaps you would be better searching the web or checking your routers documentation. The advice I gave was based on a home router running an open source firmware.
