"and dont how to install in my Windows PC, test my scripts, and run a proper MySQL or MySQL Lite database for development purposes or later move it to the server for final installation."

Do you mean DBD::SQLite (as suggested in Flock to Rename Directory) rather than MySQL Lite? If so, had you read the description:

"SQLite is a public domain RDBMS database engine that you can find at http://www.sqlite.org/.

Rather than ask you to install SQLite first, because SQLite is public domain, DBD::SQLite includes the entire thing in the distribution. So in order to get a fast transaction capable RDBMS working for your perl project you simply have to install this module, and nothing else.

You'd see that you that all you need is this module. Have you done any research on either SQLite or MySQL? You need to learn how to use the tools you need to do the task you've been given. I suggest you spend time reading about these tools. I think DBD::SQLite is adequate for this task.

All you've done so far is reiterate the specifications for something you need to do, this site isn't a code writing service, we are hear to provide advice and help you to write code, not code it for you. You should read:

If you are not familiar with Perl:

If you have a specific perl problem please feel free to post it here, along with your code, the error message and some example data. Perl and OS version are often helpful too. See How do I post a question effectively?.

'Has anyone done this, would this be fast and secure..??'

I'm sure this or something very like it has been done before, it is possible, wither or not it will be fast or secure depends on many factors, first and foremost you, and how you approach this task.

Also please read What shortcuts can I use for linking to other information?, and don't start a new thread for the same problem.

Update: in FASTER PERL (velocigen velometer mod perl or Perl Server Pages) (posted in 2007) you tell us that you had 90% of a MySQL based CMS system. Is this purely a question of programming Perl on windows or are you out of practice?

Update: removed extra 'you'.
