Try adding a 
$ENV{PATH}='/bin:/usr/bin:/usr/local/bin';

[download]
and then changing your open line to 
open(MAIL,"| /usr/bin/sendmail -t") || die "$!";

[download]
(or where ever your sendmail lives).
