You need to decode the bytes into characters before treating them as characters: 

$ perl -e'print "\xc2\xa0"' | perl -le'
    binmode STDIN, ":encoding(UTF-8)";
    chomp( $_ = <STDIN> );
    print /\s/ ? "space" : "no space";
'
space
