1..9 is used to generate a list of number sequence in a list context,eg
@a = (1..9) or for (1..9).
If 1..9 is replaced by 1-9, it simply means -8.
1-9 is used to represent a range from 1 to 9 in a character class in a regex,eg
/[1-9]/ matches any digit from 1 to 9.
If replaced by 1..9, it means any character that is '1' , '.' or '9'.
