Sounds like you want an SNMP Trap receiver that does not required / need / use MIBs for trap translation. In that case, an example can be found at:

The script does a *lot* more than you require, but the relevent section can be found under "sub snmptrapd" or by running the script with:

perl crapps.pl -S snmptrapd
