Simply give them one or several task's, a limited time period and then review all the solutions.

This will be a fair test since everyone get the same task and restrictions. Also it will give each developer freedom to choose how to solve the problem.

And if you ask nicely we can give some free vouchers so they can join Perl Monks, free of charge!
