I don't know what the error might be. You should have provided more context (e.g. options with which you run Configure).

I compiled 5.10.1 on Ubuntu 9.10 just fine. Please see http://tu.wesolek.net/2009/10/compiling-perl-5101-under-ubuntu.html for exact procedure (without required packages listed, however).
