Have you a hello world C++ program that "links to IIS7"? Maybe it's not the Perl script that is at issue but your understanding or expectations concerning the linking? What is the outcome that you expect?

The first script generates an HTML page from a map specification generated by the second script. I know next to nothing about IIS, but in Apache you'd probably tie those together with a wrapper script that gets launched by Apache's URL to CGI application resolution system.

Update: Oh, and if you really do want to convert that code to C++ you better be more than slightly comfortable with the STL and probably the Boost template library as well. Your 'buddy' chose to use Perl for this task for a reason!
