Try returning a reference to the hash:
return \%filters;
Other things to do:

Begin your code with:
use strict;

Initialize filters:
my %filters=();

Add some print statements.

Dump %filters prior to returning it just to check:

use Data Dumper;
print Dumper(\%filters);
