Should you call a parent constructor explicitly like below - or does the use base take care of this?

    return $self;
}

return 1;

package Child;
use base qw(Parent);

sub new {
    my ($class, $arg1, $arg2, $arg3) = @_; 
    my $self = Parent->new($arg1, $arg2);
    $self->{arg3} => $arg3;
    bless $self, $class;
    return $self;
}

return 1;

Also - is there a difference between 
use base('Parent');
