LIBS is supposed to be
-L/some/path/to/lib -lnameOfYourLib
where nameOfYourLib defines swe_pheno

Also, if nameOfYourLib is a dynamic library, you're supposed to set LD_LOAD_PATH to point to /some/path/to/lib
