32-bit. I went into command prompt on the server in question and typed in : 
C:\.....>ppm install http://theoryx5.uwinnipeg.ca/ppms/Crypt-DES_EDE3.
+ppd

After I executed that line I got the 404 error. This was one of many ways of trying it but going by the example on that page you mentioned I thought to be the most reliable.
