... why can't "strict" mode be made the default?!?!

Many core libraries will not work under and enforced strict, at least in 5.11.x. That's fixable, but it requires the will to do so.

I talked to Jesse Vincent, and he's happy to accept patches that clean up core libraries for strictness (among other things), as long as their external interfaces do not change.
