Your recent comments reminded me of Dave Roth's books & web site, eg, Win32 Perl Programming and Win32 Perl Scripting: The Administrator's Handbook.

The books are 9-10 years old, but the content may help your Perl for Windows admin work.

A more recent book focused on sys admin on multiple platforms is reviewed here: Automating System Administration with Perl. It has good comments on several CPAN modules.
