Not necessarily. A colleague programmed two types of microscopes equipped with moving stages (Nikon and Mac2000), long time ago; both had more-or-less comprehensible command set. I'm not sure though if the set was grabbed through I/O dumping or he found manual somewhere (probably the latter), but f.ex. setting movement speed was as easy as sending "SPEED x=100\r" down the line.
