RC0 was not considered a release candidate by the release manager. It was more of a release candidate of a release candidate. That's why it was not announced, and that's why it's the first time RC0 was used. (Well, first time that I know of. There was no RC0 for 5.8.9 or 5.10.1.)

If you prefer, RC1 is the first public release candidate.
