perlcc is dead, even when it wasn't I doubt it created cross platform/architecture binaries, and was always considered: "very experimental. Use for production purposes is strongly discouraged.". Your requirements list seems pretty steep given the environment restrictions. Have you considered what PAR, or pp have to offer?
