Can you get to CPAN/PPM urls if you use LWP::Simple::get()?
If not, try using LWP::UserAgent and setting $ua->agent( ) to the same string as your browser uses. You can find that out by visiting one of the many websites that will show you the headers your browser is sending. (eg. Like this one.)
If that let's you through, then it may give you a clue as to what needs to change.
