Did you even look at http://cpan.uwinnipeg.ca/PPMPackages/10xx/package.ppd? It doesn't exist. This is clearly an example giving the general form of URL you need to use. Either supply the appropriate package name, for example GD would be:
ppm install http://cpan.uwinnipeg.ca/PPMPackages/10xx/GD.ppdOr add the repository to ppm. See Repositories, PPM::Repositories and A guide to installing modules for Win32 from the tutorial section of this site.
