Reading makefiles... Updating makefiles.... ...

What's a little weird is that it doesn't seem to actually read/find any makefiles...

With a successful build this looks like

Reading makefiles... Reading makefile `Makefile'... Reading makefile `builds/toplevel.mk' (search path) (no ~ expansion).. +. Reading makefile `modules.cfg' (search path) (no ~ expansion)... Reading makefile `builds/detect.mk' (search path) (no ~ expansion)... Reading makefile `builds/beos/detect.mk' (search path) (no ~ expansion +)... Reading makefile `builds/dos/detect.mk' (search path) (no ~ expansion) +... Reading makefile `builds/os2/detect.mk' (search path) (no ~ expansion) +... Reading makefile `builds/unix/detect.mk' (search path) (no ~ expansion +)... Reading makefile `builds/win32/detect.mk' (search path) (no ~ expansio +n)... Reading makefile `builds/modules.mk' (search path) (no ~ expansion)... Reading makefile `src/truetype/module.mk' (search path) (don't care) ( +no ~ expansion)... Reading makefile `src/type1/module.mk' (search path) (don't care) (no +~ expansion)... Reading makefile `src/cff/module.mk' (search path) (don't care) (no ~ +expansion)... Reading makefile `src/cid/module.mk' (search path) (don't care) (no ~ +expansion)... Reading makefile `src/pfr/module.mk' (search path) (don't care) (no ~ +expansion)... Reading makefile `src/type42/module.mk' (search path) (don't care) (no + ~ expansion)... Reading makefile `src/winfonts/module.mk' (search path) (don't care) ( +no ~ expansion)... Reading makefile `src/pcf/module.mk' (search path) (don't care) (no ~ +expansion)... Reading makefile `src/bdf/module.mk' (search path) (don't care) (no ~ +expansion)... Reading makefile `src/sfnt/module.mk' (search path) (don't care) (no ~ + expansion)... Reading makefile `src/autofit/module.mk' (search path) (don't care) (n +o ~ expansion)... Reading makefile `src/pshinter/module.mk' (search path) (don't care) ( +no ~ expansion)... Reading makefile `src/raster/module.mk' (search path) (don't care) (no + ~ expansion)... Reading makefile `src/smooth/module.mk' (search path) (don't care) (no + ~ expansion)... Reading makefile `src/cache/module.mk' (search path) (don't care) (no +~ expansion)... Reading makefile `src/gzip/module.mk' (search path) (don't care) (no ~ + expansion)... Reading makefile `src/lzw/module.mk' (search path) (don't care) (no ~ +expansion)... Reading makefile `src/psaux/module.mk' (search path) (don't care) (no +~ expansion)... Reading makefile `src/psnames/module.mk' (search path) (don't care) (n +o ~ expansion)... Updating makefiles.... Considering target file `src/psnames/module.mk'. ...

So, that makes me wonder whether you in fact have those files, with permissions set such that the user in question can read them(?)  When I move away the makefiles (or at least the toplevel Makefile), or make the respective directories unreadable, I do get the exact same error as you...

(Note that those makefiles aren't generated by ./configure (as they often are) — they ship with the sources.)
