Last 12 years I'm using Vim to configure Apache. And it worked perfectly with any version of Apache I tried. But that's probably not what you want to know. If you searching for tool for simple Apache configuration you should ask on some Apache forum. If you have problem with Perl, you should show your code and tell us what have you tried and how it didn't work.
