Raw guess: Redirect STDIN of rsync to the NULL device, i.e.:

rsync -av --delete '/from/somewhere' '/to/somewhere' < nul

(DOS style)

- or -

rsync -av --delete '/from/somewhere' '/to/somewhere' < /dev/null

(when cygwin provides /dev/null)
