When I attempt to load the package using the command line PPM, I get "ppm install failed: No PPD found at http://cpan.uwinnipeg.ca/PPMPackages/10xx/io-socket-ssl" -socket-ssl.ppd"

It seems you have a stray quote and a space in your URL (underlined above). I would double check the configuration for the repo.
