#1 - When coding for Windows - use .Net - otherwise why are you using Windows?
#2 - The hours/days/weeks you have wasted/will-waste pining away for a workable Perl solution on windows could have been applied to a finished product in C#. Get Over It - your time (and your clients'/boss' time) would be best spent on something that will actually work.
#3 - The free version of Visual Studio will probably do everything you need, for free. You can package up your program as a normal installer (*.msi or *.exe) and it will look just like any other normal Windows program. No more arm-wrestling, no more banging your head against the wall.
I know this is PerlMonks, but sheesh - TMTOWTDI, right?
Disclaimer - I completely HATE windows, use only Ubuntu for my desktop and would still rather write a desktop program in C# than @*&$ off for a month making a mess out of a Perl GUI program that's supposed to run, over the network on multiple versions of Windows for your average Windows user.
