Sure you can force install it.

But this will not help when you come to actually use the module that you are trying to install, which appears to be Crypt::DH

You need to install either Math::BigInt::GMP or Math::BigInt::Pari. The test suite for Crypt::DH will then actually complete in the tiniest fraction of a time and the module itself will become actually usable.
