Here is some ideas

• pick a different mirror, pick more than one
• cpan> look Text::Diff then
  1. examine the files to see what got downloaded
  2. manually run

     perl Makefile.PL
     make
     make test
     [download]

• browse to http://search.cpan.org//http://kobesearch.cpan.org/ and download Text::Diff manually, then tar -zxvf Text-Diff-1.37.tar.gz ...
