"I know how to open the package manager is to go to a command prompt and type 'ppm' Is there a way to open it from the Start menu or some other shortcut."
Have you looked under the 'Start'->'All Programs' menu? Is there any entries relating to ActiveState Perl? If so there may be an option to launch ppm from there. Failing this you could create a Windows shortcut to ppm.
