I assume you have basic Perl knowledge... Check DBI and any DBD you might need. You'll need an actual database too ofcourse. There are some DBI tutorials in the Tutorials section. I can recommend 'Programming the Perl DBI' published by O'Reilly & Associates, Monestary Review : Programming the Perl DBI.
