Here's how I just added the bribes repo to my list on ActivePerl build 1202 (5.12.2): 
C:\_32>ppm repo add http://www.bribes.org/perl/ppm
Downloading ActiveState Package Repository packlist...done
Downloading www.bribes.org packlist...done
Updating www.bribes.org database...done
Repo 2 added.

C:\_32>

[download]
Maybe you need to include the 'www.' in the url.
