Hash (and array) slices always start with @. No slices start with %. 

my %{"$name"};

[download]

is the same as 

my %{$name}

[download]

which is the same as 

my %$name;  # Symbolic dereference

[download]

which no more works than 

my %$ref;   # Generic deference

[download]
