So what is OWASP ESAPI and what is it supposed to do; what do you want the security library to do?

I couldn't figure it out. I took at the link you provided, but it doesn't work without javascript, and then it doesn't explain what it does ... http://www.owasp.org/index.php/Perl appears to list some modules, so thats a starting point I guess. owasp.org fails at accessibility :)
