There are dozens of articles... google “non-root user.”

Incidentally, this is a fundamental thing to understand, especially if you’re deploying Perl sites in (suitably enlightened) shared hosting situations.   You want to have solid reason to be confident that the CPAN modules which are needed by a particular site are in that site and none other.   Shared hosts don’t update their system-wide configurations too often, but when they do, a large number of websites can start to go wonk ... unless you take these precautions.   The only way to ensure stability is to have your own per-site library copies, which supersede the system-wide packages (and which also are not physically shared with any other site you may have deployed there).
