You are likely to mess up the whole configuration.
Actually, on the first use of CPAN as provided by ActiveState, it asks you if you would like to install the whole compiler environment (you don't even have to install MinGW yourself) and it just works.
I even dare to suggest you re-install ActiveState Perl on your home computer, so you are sure that everything is up-to-date and working.
