Searching CPAN (http://search.cpan.org) turns up the following when I use the intuitive search term of "NetPhos.":

Bio::Tools::Analysis::Protein::NetPhos

The description is: A wrapper around NetPhos server. Is that what you're looking for?

Of course somewhere along the line you'll have to learn Perl as well, but that's just a technicality. ;)

Not to be a pest about this subject, but you should be aware that if there is a really urgent need to find out if some tool is available, Google, as well as searching CPAN are much faster ways to get an answer than waiting for someone here to type the searches for you and point to them in a followup post.
