I believe Abigail scored the ultimate Perl one-liner to count lines in a file, with (modified to fit the current context)...

  perl -lpe '}{$_="$. users to date"' users.dat

A little more readable is ...

  perl -lne 'END { print "$. users to date" }' users.dat
