DBD::Oracle 1.17 is from 2006, is there a reason you want to use this old version rather than the latest release?

If you look at the results from make test you'll see it's trying to connect to Oracle using demo user (scott/tiger), If you google search this you'll find this information.

To "fix it" you should read and understand the oracle link above, the DBD::Oracle README and README.login.
