I would tend to write the use strict; use warnings and other stuff first in the .pm file, before declaring the package.

When I ran module-simple, it put the package line first.

Does it matter? I would think that if the package line itself used syntax that did not work in older perls, then the use or feature would certainly have to come first!

Mentally, I think of strict/warning/utf-8 in source file/version needed to transcend a single package. If more than one package is declared in a file, I don't mean this to be "inside" just one of them.

But, the package scope is not the same as a lexical scope in Perl 5, so it might be more confusing than that. Some things, like Moose, or anything that exports, certainly belongs inside the package. But things that are really lexical roll over the package and any number of package lines in a file, right?

What's right? What's it really mean?
