I doubt that Win32::API installs Win32::OLE (it certainly didn't the list time I checked).
I think that Win32::OLE comes with ActivePerl by default. I haven't installed a Perl v5.6.1 from ActiveState but Win32::OLE has certainly come with all of the previous versions of ActivePerl that I have installed.
Perhaps Banky should just check whether it is already installed before trying to find it to install?
