What I did with the .ttf from that zip:

$ chdir ~/.fonts
$ mv /tmp/Symbola605.ttf .
$ mkfontscale
$ mkfontdir
$ fc-cache
$ sudo /etc/init.d/xfs restart

And yes, I have my ~/.fonts directory in the font server list (/etc/X11/fs/config).
