Normally pure-perl modules can be installed simply by dropping them into an appropriate directory. Since I use normal installation procedures I don't know if there are exceptions to this. Perl modules with embedded C language parts need to be compiled with a C compiler at installation, this won't be done at execution time.
If you want to install by hand you have to check each and every module if it is pure perl. Much easier to just use the package manager of the OS or CPAN to do that for you
